Poloff delivered the letter to MFA North America Desk Officer Wert Boerner at 1430 local time on December 18, and USDAO and USAREUR officers delivered the letter to MOD Desk Officer Kandler in the office of State Secretary Dr. Wichert at 1515 on the same day. Kandler stated that he would brief the state secretary and forward the notification to the addressee, Hildegard Jessen, in Bonn per existing MoD procedures.
