(S) On December 17, EconOff delivered reftel nonpaper to
German MFA Export Control Division Desk Officer Volker
Herzog. Herzog thanked the USG for the reftel information
and said he would pass this information to the appropriate
German export control authorities. After examining the
reftel nonpaper, Herzog said that the German Office for
Export Control (BAFA) would likely sensitize Feinmess-Suhl
GmbH to the efforts of the Pakistani intermediary, K.M.
Enterprises, to conceal the end-use/end-users of
Feinmess-Suhl equipment. Post will report any substantive
German response septel.
