(C) Post reviewed U.S. policy regarding reconciliation with
the Taliban and insurgent leaders with MFA Office Director
for Afghanistan Affairs Ruediger Koenig November 14,
emphasizing that while the U.S. continues to support the
possibility of talks, any such talks must be Afghan-led and
not cross certain red lines. Koenig agreed with all four
conditions enumerated in reftel for individuals or groups
interested in reconciling. He also agreed that there could
be no quid pro quo awarding of governmental positions or
authority in return for reconciling, nor any Musa Qala-like
arrangements that would limit the authority of the central
government in particular geographic areas or regions.
