1. (S) Global Affairs Officer delivered reftel demarche
January 4 to MFA Export Control Division Desk Officer Nancy
Reck. Reck undertook to pass the information immediately to
the German interagency export control working group. Reck
said German export control officials are well aware of the
risks posed by Pakistan's proliferation efforts. She
confirmed that German officials would investigate the matter.
2. (S) Responding to reftel points, Reck noted that Siemens
controllers are "available worldwide." She speculated that
German officials would instead focus their investigation on
the extent of the involvement of the German company Spinner
Werkzeugmaschinenfabrik GmbH - the manufacturer of the
computer numerically controlled (CNC) five-axis machining
center. Reck thought she recognized the name of the
Pakistani end-user, New Auto Engineering, but could not
immediately confirm whether the entity is included on the
German Government's Early Warning List.
3. (S) Post will report any subsequent German response septel.
