1. (S) EMIN met with Ruediger von Fritsch, German Ministry of
Foreign Affairs Director General for Economic Affairs and
provided reftel non-paper. The Ministry's Export Control
Division subsequently contacted Econoff. The Director of
Export Controls, Goetz Lingenthal, said the MFA and other
agencies are reviewing the non-paper and preparing a
response. Lingenthal stated he will contact Econoff when
their response is ready.
2. (S) Separately, Econoff shared ref non-paper with
Kristina Wogatzki, Desk Officer for Financial Controls from
the German Finance Ministry. Acknowledging that China was
the "most difficult" part of an effective sanctions program,
she welcomed the information. While she stated she will
raise the non-paper points within the Ministry and with the
banking regulatory body (BaFin),she stated it may be hard to
approach Deutsche Bank AG directly due to the classified
nature of the information.
