1. (S) On August 25, EconOff delivered reftel nonpaper to
German MFA Export Control Division Desk Officer Volker
Herzog. Herzog thanked the USG for the reftel information
and promised to pass this information to the appropriate
German export control authorities. Upon examining the
nonpaper, Herzog said that the lines of procurement between
the German vendors and Iran were confusing and that this
could present problems for German export control authorities
if they do decide to sensitize the German firms to illicit
procurement activities by Malaysian intermediaries.
2. (S) Herzog asked if Germany should assume that Toshi
Electric acquired the Weiss Umwelttechnik (WUT) test chamber
directly from WUT. He also asked why Toshi Electric would go
through the Malaysian supplier Centriforce Instruments Sdn
Bhd to procure Voetsch Industrietechnik test chambers on
behalf of Iran rather than directly from Voetsch
Industrietechnik, as was the case with WUT. (Comment:
Herzog's questions were rhetorical and do not represent an
action request for more information. End Comment)
3. (S) Herzog emphasized Germany's need for clarity in
procurement channels for proliferation sensitive cases. He
explained that before German export control authorities can
approach German firms on proliferation sensitive procurement
efforts, Germany needs as clear a picture as possible to
effectively sensitize the company. Post will report any
substantive German response septel.
