1. (S) Reference is EUCOM J5-J8 request for Embassy Berlin's
assessment of host nation sensitivity regarding USAREUR's
plan to re-station the G/52 Aviation Company with its four
aircraft from Livorno, Italy to locations in Germany.
2. (U) This is a joint DoD-Department of State message,
providing Embassy Berlin's assessment of host nation
sensitivity to the proposed overseas FORCE structure change,
which is to be notified to host nation officials on or about
Sep 08 and to be completed within FY 09.
3. (S) Government Reaction: We do not anticipate negative
German federal government reaction to the proposed change.
Given the small number of additional aircraft (4) and
additional troops (85) , this action is likely to receive
only scant notice from German federal officials. In the
past, Ministry of Defense and Ministry of Foreign Affairs
officials have welcomed U.S. decisions to retain or increase
numbers of U.S. stationed forces.
4. (S) Press response: We expect local media coverage, if
it exists, would focus on the additional noise the aircraft
could bring to the community. Stationing of the two
helicopters at Mannheim, where U.S. Army helicopters are
already located, should minimize noise concerns. The
addition of two small fixed wing aircraft (C-12) to the
Stuttgart Airfield's volume of AIR traffic should go almost
unnoticed.
5. (S) Economic Impact: The action should have negligible
economic impact.
