Education: 1990 University of the West Indies, Ph.D. in Economics 1984-1985 University of Western Ontario, Canada; Master's in Economics 1975-1977 St. John's College Junior College 1971-1975 St. Catherine's Academy Dr. Barnett has written and spoken on a wide variety of topics during her career, including on "Defining Ethnicity in Belize, Understanding Our History" (UWI 2002); her Ph.D. dissertation on "The Political Economy of Land in Belize (1990); and "The Impact of the Mexican Peso Devaluation on Belize - 1982" (1985). She was an integral part of Belize's debt restructuring in early 2007 under the PUP administration. ¶3. Career/ Employment: 2008 Advisor/Consultant, Ministry of Finance 2007-2008 Consulting Economist 2006-2007 Financial Secretary, Ministry of Finance 2004-2006 Chief Executive Officer, Ministry of Economic Development 1999-2002 Economist, Caribbean Development Bank 1996-1998 Acting Governor, Central Bank of Belize 1993-1996 Deputy Governor, Central Bank of Belize Dr. Barnett also worked in the banking field at the Caribbean Development Bank in Barbados and has chaired many boards throughout her career, including being Chairperson in 2004 of the Belize Governance Improvement Commission and has represented Belize on various Boards of Governors such as the Caribbean Development Bank, the Inter-American Development Bank, the World Bank and the International Finance Corporation (a member of the World Bank Group). In December 2003, Dr. Barnett received the honor of CBE for her distinguished career in the public service. ¶4. Political Affiliation/ Work: Dr. Barnett has held high level appointments with both PUP and UDP administrations. ¶5. Other: Dr. Barnett is married to Lloyd Pandy; they have a daughter and a son.
