EUROPEAN REGIONAL AIRSPACE AND SURVEILLANCE CENTERS (SEERASC)

1. (SBU) Chief of Mission supports EUCOM's proposal for Section
1206 funds to establish a South-Eastern European Regional Airspace
and Surveillance Center (SEERASC) in Serbia as part of the overall
SEERASC initiative.
2. (SBU) Purpose and Background: EUCOM's SEERASC initiative will
facilitate a common and integrated air picture for South-East
Europe. The Country Team endorses this initiative as it supports
our Mission Strategic Plan and desire to integrate Serbia into
Euro-Atlantic institutions. The Serbian Armed Forces (SAF) has
expressed its desire to participate and fund follow-on year expenses
for the SEERASC proposal. Additionally, this proposal will enhance
regional cooperation and integrate the SAF in NATO's regional
airspace controls. The establishment of a SEERASC center will
greatly aid in USG efforts to increase Serbia's defense partnership
capacity.
3. (SBU) Scope of Proposal: A detailed list of equipment and
services are included in the 1206 Proposal.
