1. (C) In a March 14 meeting with Vice Foreign Minister Zhang
Yesui, the Ambassador expressed concern about unconfirmed but
numerous reports of violence in Lhasa, Tibet (septel),
including shootings, or at least gunshots. He urged the PRC
Government to exercise restraint in dealing with the
situation.
2. (C) In language almost identical to that used by the MFA
spokesperson in the March 13 regular MFA press conference
(reftel),VFM Zhang responded that "it is true that in the
past few days a small number of nuns and monks at certain
monasteries have sought to create trouble and unrest. This
was the result of a political scheme planned by the Dalai
Lama clique and aimed at splitting China and disrupting the
peaceful and harmonious lives of the Tibetan people. Through
the efforts of the local government officials and
administrators of the monasteries, the situation has been
stabilized." Zhang stressed that China will "properly"
handle the situation.
3. (C) Note: It is unclear whether Zhang's use of the
previous day's MFA press briefing language was because of a
lack of awareness of subsequent developments, of not having
any updated approved language to deploy or because MFA
officials believed that language -- particularly that the
situation has been stabilized -- still applied.
