(S) China Arms Control and Disarmament Association (CACDA) Secretary General Li Genxin told PolOff on March 11 that Wang SIPDIS Haibo, Chief Executive Officer of China Great Wall Industry Corporation (CGWIC),is taking great personal interest in the upcoming March 20 meeting in Washington, making every other issue in the company secondary to this meeting. Li said CGWIC has adopted the same Internal Compliance Program and software as NORINCO, and is preparing a detailed presentation for the meeting. ¶2. (S) CACDA Deputy Division Director Liu Xiaoming said that CGWIC employs a far more stringent standard in their export controls than required by domestic or international law and operates under a "Three Nos" policy: no talking to, no contact with and no responding to Iranian companies. Liu claimed that a large number of Chinese companies have adopted that policy and are following the CGWIC meeting in Washington with great interest. ¶3. (S) Zhang Yiming, CGWIC Space Division Manager, told PolOff on March 3 that the five person CGWIC delegation will be traveling to the United States on March 15 "to speak with their lawyers and prepare for the meeting." Wang Haibo, the 38-year old CEO, will be heading the delegation and will travel directly to France for an unspecified reason following the meeting. The other four members of the CGWIC delegation are Vice President Gao Ruofei, Vice General Manager Geng Kun, Department Director Zhang Chunling, and Zhang Yiming.
