1. (C) POLOFF on February 19 delivered reftel points on a UN
Security Council resolution on the Democratic Forces for the
Liberation of Rwanda (FDLR) and the Democratic Republic of
the Congo. MFA International Organizations and Conferences
Department UN Affairs Division Deputy Director Sun Xiaobo
said that he had not yet received a report on this issue from
the Chinese Permanent Mission to the United Nations and was
not prepared to offer a substantive response immediately. He
said U.S. views would receive serious consideration and
recommended that the U.S. Permanent Mission also contact the
Chinese Permanent Mission for discussions in New York.
