January 13-14 meeting of the Contact Group on Somali Piracy.
PolOff on December 23 delivered the ref B invitation to a
pre-meeting of eight key countries. Shen made no immediate
substantive response, but asked why the United States thinks
a pre-meeting is necessary and how the "key countries" had
been chosen.
2. (C) Comment: China generally insists that any UN action
occurs with the consent of and in full consultation with the
country concerned. For this reason, China might be reluctant
to participate in a pre-meeting that does not include or have
the blessing of the Somalia Transitional Federal Government.
