¶1. (C) PolOff on December 11 conveyed to MFA International
Organizations and Conferences Department United Nations
Division Deputy Director Shen Bo reftel points urging China
to make a generous contribution to the Special Tribunal for
Lebanon (STL) and to press UN Secretary-General Ban Ki-moon
to take all necessary measures to ensure the STL opens as
scheduled on March 1, 2009. Shen said he would convey these
points to senior officials but made no immediate substantive
reply. On December 12 and 17, Shen said that the issue still
required coordination with MFA "legal experts."
