1. (C) With appropriate Chinese Government contacts at the
Charge's level having already departed Beijing for Washington
to participate in the visit of State Councilor Dai Bingguo,
PolOff on December 14 conveyed to MFA International
Organizations and Conferences Department United Nations
Division Deputy Director Shen Bo ref A points urging China to
work with the United States to ensure that the draft UN
Security Council Resolution on the Annapolis process passes
without amendments to the text. Shen expressed China's
general support for the Annapolis process and promised to
pass the points to "senior MFA officials immediately." We
understand (ref B) that Chinese officials in New York also
expressed general support for the Annapolis process, though,
like other delegations, they still lacked instructions.
