1. (C) POLOFF conveyed reftel points and nonpaper requesting
that China not assist Syria in implementing its technical
cooperation project for a nuclear power plant feasibility
study to MFA Arms Control and Disarmament Department Nuclear
Division Deputy Director Dai Huaicheng on December 12. Dai
said "China does not have any bilateral nuclear programs with
Syria" and therefore "there is no need to be concerned that
China will help Syria in this case."
