1. (C) PolOff on December 11 conveyed to MFA International
Organizations and Conferences Department United Nations
Division Deputy Director Shen Bo ref A points inviting
China's participation as a founding member in a new Contact
Group (CG) on piracy off the Horn of Africa. Shen recalled
that International Organizations and Conferences Department
Director General Wu Hailong had on December 8 stressed to
visiting State Department International Organizations Bureau
Assistant Secretary Brian Hook that China strongly supports
"appropriate international efforts" to combat piracy off the
Horn of Africa. Shen was non-committal on China's
participation in the planned Contact Group, however, saying
China would need to study the details of the U.S. proposal
before making a substantive reply.


2. (C) PolOff on December 12 followed up with ref B
clarifications on the draft U.S. resolution on Somalia
piracy. Shen had not received a full briefing from New York
on discussions of the resolution but was grateful for our
clarifications and promised to pass them on. MFA still has
no substantive reply on the Contact Group.
