1. (C) In a December 4 meeting with Chinese Vice Foreign
Minister He Yafei on the margins of the Strategic Economic
Dialogue, Under Secretary Jeffery strongly urged China to
support the designation of four Lashkar-e-Tayyiba leaders
under UNSCR 1267, particularly in light of the Mumbai terror
attacks. Under Secretary Jeffery provided VFM He with a copy
of the "Taking Urgent Action Against Lashkar-e-Tayyiba"
nonpaper and a list of U.S. Treasury Department actions and
noted that "the United States has already imposed sanctions
on the named individuals." He stressed that, as responsible
members of the international community and friends of India
and Pakistan, the United States and China must take strong
measures against these individuals.
2. (C) VFM He said China would consider the information on
the individuals named. He also reminded Under Secretary
Jeffery that China is still awaiting a response to China's
proposal to split a Chinese national from three Pakistani
nationals who make up a separate set of four individuals whom
the United States is also seeking to designate under UNSCR
1267 (reftel).
3. (C) Under Secretary Jeffery stated that the United States
has a strong interest in assisting Pakistan, and the events
in Mumbai reinforce the need to ensure the Pakistan
Government is implementing the right measures to address the
root causes of terrorism in Pakistan. The United States and
China can achieve positive results in addressing terrorism
through bilateral cooperation, he added.
4. (C) VFM He said that China has encouraged both India and
Pakistan to "keep a cool head" and not engage in "acrimonious
exchanges." VFM He expressed great interest hearing news of
the outcome of Secretary Rice's trip to India and Pakistan.
5. (U) U/S Jeffery's delegation cleared this cable.
