1. (C) POLOFF on December 1 conveyed to MFA reftel points on
deepening cooperation on countering piracy in the Horn of
Africa region. International Organizations and Conferences
Department UN Division Deputy Director Sun Xiaobo said that
China has been a victim of piracy in the Horn of Africa
region and supports international efforts to address the
problem. Noting that Presidents Hu and Bush had discussed
the piracy issue recently at the Asia Pacific Economic
Coordination (APEC) forum, Sun recalled that China had
supported UN Security Council resolutions 1816 and 1838.
China's position is that any new efforts should comply with
relevant UN Security Council resolutions and be closely
coordinated with Somalia's Transitional Federal Government.
Sun said China looked forward to studying a new U.S. proposal
and asked in what forum the United States plans to pursue
cooperation. He added that he understood from China's UN
Mission that the United States plans to call for a high-level
UN Security Council meeting on piracy. China is "positive in
principle" on this idea.
