1. (C) PolOff on November 21 conveyed to MFA reftel points
urging China to oppose UNGA resolutions with anti-Israel
bias. MFA International Organizations and Conferences
Department UN Division Deputy Director Sun Xiaobo said that
China would consider the U.S. views but noted that China has
in the past supported these types of resolutions. PolOff
observed that China's position on anti-Israel resolutions is
not consistent with the often-expressed Chinese position that
"country-specific" UN resolutions are not helpful and that
disputes should be solved through negotiations among the
parties involved. Sun replied that resolutions on the Middle
East are "not exactly the same" as resolutions targeting
North Korea or Burma. "Each resolution," he said, "has its
own long history."
2. (C) Israeli Embassy Charge DJ Schneeweis told PolOff
separately November 21 that he has seen no evidence that
China will alter its traditional support for anti-Israel UNGA
resolutions this year.
