(S) PolOff passed ref A nonpaper urging the Chinese Government to stop PRC company LIMMT's Iranian missile-related proliferation activities to MFA Arms Control and Disarmament Department Missile and Conventional Weapons Division Director Zhang Junan on November 14. Director Zhang offered no substantive response. ¶2. (C) Note: As MFA Arms Control and Disarmament Department officials have been "unavailable" to meet with EmbOffs since the October 3 announcement of U.S. arms sales to Taiwan, PolOff took the opportunity of a meeting between Department of Commerce Assistant Secretary Christopher Wall and MFA Arms Control Department Deputy Director General Li Song on U.S. export control matters to deliver this demarche. PolOff urged the Chinese to find a way to begin substantive bilateral exchanges on nonproliferation matters as soon as possible. RANDT
