1. (C) Summary: In an October 27 meeting with Vice Foreign
Minister He Yafei, the Ambassador urged China to make
concrete progress in its upcoming talks with representatives
of the Dalai Lama. VFM He responded with standard points
that the Dalai Lama's side must stop inciting violence, end
support for the Tibetan Youth Congress and cease advocating
Tibetan independence. If the Dalai Lama's side can "deliver"
on these conditions, VFM He stated, progress will be
possible. End Summary.
2. (C) During an October 27 meeting with Vice Foreign
Minister He Yafei, the Ambassador, drawing on reftel points,
urged China to take the opportunity presented by the upcoming
talks with representatives of the Dalai Lama to make concrete
progress on the Tibet issue. The Ambassador stressed the
importance of China reaching an accommodation with the Dalai
Lama, who represents a powerful voice of moderation in the
exile Tibetan community. Also drawing from reftel, the
Ambassador noted that the lack of progress is causing some in
the Tibetan community to grow frustrated and impatient.
3. (C) VFM He confirmed that the "relevant Central Committee
department" (note: A reference to the Chinese Communist
Party's United Front Work Department) will meet with
representatives of the Dalai Lama "very soon." He noted that
this will be the third such talks in 2008 "despite the events
of March in Tibet and other events elsewhere." China's
policy has been consistent. For progress to occur, the Dalai
Lama's side must desist from inciting violence, must stop
support for the Tibetan Youth Congress (TYC) and restrain the
TYC's "violent terrorist actions," and must stop support for
Tibetan independence. He said he hoped the Dalai Lama's
representatives can "deliver" on the above conditions. If
they can, VFM He asserted, there can be progress in the talks.
4. (C) The Ambassador reiterated that Chinese leaders should
show flexibility and work constructively with the Dalai
Lama's representatives to achieve measurable results.
