(S) PolOff on October 10 conveyed to MFA ref A's updated Statements of the Case (SOCs) on one Chinese and three Pakistani individuals that the United States plans to propose to add to the UN Security Council Resolution 1267 Sanctions Committee list of individuals and entities associated with Usama bin Laden, the Taliban or al-Qaida. When sharing the revised SOCs, PolOff urged that China support or at least not object to listing the four individuals and that China quickly provide a response. MFA International Organizations and Conferences Department UN Division Deputy Director Shen Bo thanked PolOff for the updated information and said that China's response will be forthcoming "very soon, perhaps tomorrow." Shen apologized for the delay so far, saying that the issue requires the approval of not just MFA but also several other agencies, and that "a number of Ministers" are discussing the issue. PICCUTA
