1. (C) MFA Asian Affairs Department Bangladesh, Pakistan and
Afghanistan Division Deputy Director Xu Wei September 4
offered no substantive response to reftel non-paper points on
the expansion of the Afghanistan National Army, but promised
to convey USG views to his superiors. Xu said China noted
the concerns of the international community over civilian
casualties. He said such concerns highlight the difficulties
faced by coalition forces operating in Afghanistan, which
must act aggressively against Taliban insurgents but must
also make great effort to avoid civilian casualties. More
generally, Xu reaffirmed that China will continue to work
"within its capacity" to support the reconstruction of
Afghanistan, primarily through bilateral channels.
