1. (C) Responding to reftel points on the Georgia-Russia
conflict, MFA International Organizations and Conferences
Department UN Affairs Division Attache Yang Zhiyu told POLOFF
August 21 that China is pushing for "utmost consensus" in the
UN Security Council (UNSC) debate on the Russia-Georgia
conflict. Yang said China will support a UNSC resolution
that is agreed upon by all parties involved, adding that
neither the Russian nor French draft resolutions currently
enjoy consensus support in the UNSC. He said that it is
"hard to predict" whether China will express public support
for Georgia's sovereignty and territorial integrity in
international fora, including the UNSC, claiming that China
is "still studying" the situation on the ground as well as
its own position on the conflict.
2. (C) When pressed on China's apparent ambivalence toward
publicly supporting another nation's sovereignty and
territorial integrity, Yang retreated to his press guidance,
reiterating MFA Spokesperson Qin Gang's August 20 statement
that "China welcomes the recent cease-fire agreement and
troop withdrawal in the conflict between Russia and Georgia
and hopes that the agreement will lead to a peaceful
solution." Yang expressed hope that Russia, Georgia, France
and the United States will reach an agreement on a UNSC draft
resolution that is acceptable to all parties.
