1. (C) POLOFF on July 9 delivered to MFA reftel points urging
China to instruct its UN Mission to join the United States in
asking the Arab Group not to present its draft UN Security
Resolution on Israeli settlements before negotiations are
complete. MFA International Organizations and Conferences
Department UN Division Deputy Director Sun Xiaobo said China
would prefer a negotiated solution that satisfies all
parties, but, if Libya presents its draft for approval, China
will support the Libyan draft. POLOFF replied that such a
position is not consistent with China's usual cautious
emphasis on the need for consultation and negotiation rather
than UNSC action on international disputes. Sun said "since
the U.S. position on Middle East issues is well known, there
is no question what the result will be." He added, "China's
historical support for the Arab Group is well established and
will not change on this resolution."
