1. (C) PolOff on June 30 delivered reftel points to MFA
asking China to support publicly the follow on resolution to
UN Security Council Resolution (UNSCR) 1735. MFA
International Organizations and Conferences Department UN
Division Deputy Director Sun Xiaobo said that China and the
United States have the same position on counterterrorism, and
noted that "it is in our common interest to maintain the
credibility and authority of both the 1267 Committee and the
Security Council." Sun said that the members of the Security
Council are approaching consensus, and expressed hope for "a
unanimous vote today" to further our "common goal" of
enhancing the sanctions regime.


2. (C) Sun noted that in the past, the United States has
blocked or put on hold names China proposed adding to the
consolidated lists within 1267. He noted that these holds
were "discouraging," and asked the United States to pay more
heed to Chinese concerns regarding counterterrorism. Doing
so would "further enhance our cooperation, both inside and
outside of the Security Council," he said.
