(C) POLOFF delivered reftel points on participation at the
Stockholm meeting of the International Compact with Iraq
(ICI) to MFA International Organizations and Conferences
Department UN Division Deputy Director Sun Xiaobo on May 6.
Sun said China would send a "high-level" delegation to
Stockholm, but could not confirm that Foreign Minister Yang
Jiechi would lead. Sun did not provide details on what China
plans to announce at the meeting to update on its efforts to
support the ICI process and to deliver on past pledges. Sun
said China continues to discuss debt relief with Iraq and
reiterated the May 2007 pledge made by FM Yang that Chinese
debt relief would be under Paris Club terms. Sun said China
has also shown its support for Iraq by maintaining an Embassy
with an Ambassador in Baghdad. POLOFF urged China to work
with the ICI Secretariat to identify areas of possible
technical assistance and to consider supporting Iraqi
reconstruction via the International Reconstruction Fund
facility for Iraq (IRRFI).
