1. (C) POLOFF on April 29 conveyed to MFA reftel points on
the need for the international community to act decisively on
Zimbabwe, on the need for an end to government-sponsored
violence against opposition parties in Zimbabwe, on the
urgent need for the UN Security Council (UNSC) to consider in
a formal meeting the situation in Zimbabwe, and the U.S.
request that UN Secretary General Ban send a fact-finding
team to Zimbabwe.
2. (C) MFA International Organizations and Conferences
Department UN Division Deputy Director Sun Xiaobo said that
China is open to the Secretary General's briefing the UNSC on
Zimbabwe. However, China believes the situation in Zimbabwe
is a domestic matter and does not constitute a threat to
regional peace and security. China supports the efforts of
South African President Mbeki and the Southern African
Development Community (SADC) "to use their good offices" to
help resolve the crisis in Zimbabwe. However, China's view
is that the UNSC must proceed "very cautiously" to avoid
worsening the situation at this "very sensitive and critical
time." Similarly, China believes the UN must listen to the
views of Zimbabwe on a possible fact-finding mission and
believes such a mission could undermine the efforts of
President Mbeki and the SADC.
