PolOff noted that certain forms of titanium stabilized stainless steel are explicitly listed in S/2006/815, while all of the materials have direct use in missile production and were shipped to an entity which supports North Korean defense research and development. He Yi assured POLOFF the PRC would "try to find the company" (China Dandong Zhong Lian Petrochemical Limited) and would "certainly fulfill the PRC's obligations under 1718."
