(C) PolOff on April 14 conveyed to MFA reftel points on the UN Security Council Resolution (UNSCR) proposed by South Africa on regional organizations, the April 16 open debate hosted by South African President Thabo Mbeki, and the April 17 joint UN Security Council-African Union (AU) Peace and Security Council meeting. MFA International Organizations and Conferences Department UN Division Deputy Director Yao Shaojun said the South Africa-proposed UNSC resolution is broadly worded. China has no official position, but Yao's personal view is that a new panel should consider effective use of contributions as well as funding levels. Yao did not respond substantively to our urging of China to make statements on Somalia and Darfur at the April 17 meeting. He was skeptical about the possibility of a joint P5-African statement on Zimbabwe, saying such an "outcome document" at this meeting would be "unprecedented." RANDT
