Department UN Division Deputy Director Sun Xiaobo told PolOff
April 9 that "in light of recent developments" China has
changed its position and would be willing to join a "joint P5
demarche" on Chad and Sudan (ref a) "if the P5 can agree on a
text." Sun did not mention including Libya in the joint
demarche but it is unclear whether this omission was
deliberate. China had previously refused our request to join
such a demarche (ref b). Sun said that the MFA would
instruct its UN Mission in New York to contact P5
counterparts to negotiate a joint text.
