The letter was first disclosed on public radio stations, and subsequently delivered to the Embassy. ¶2. (U) The letter follows a phone call from President Bozize to the Ambassador on the evening of November 5, in which the President offered his congratulations to the Ambassador on the successful completion of the election, as well as offering his congratulations to President-Elect Obama. ¶3.
