(U) POL FSN March 4 and 11 visited Neo Tech to discuss the purchase. POL FSN also spoke separately with Neo Tech managing partner Chinnachot Koson. The representatives confirmed the purchase equipment as stated reftel for the Royal Thai Navy. The company had won the RTN's calls for bids on the equipment. The company has registered itself as a bidder with the Thai armed forces and had been certified as an importing company by U.S. Embassy-Bangkok's Commercial Service Office (original letter seen). There had been three lots and Neo Tech provided copies of related documents that concur with reftel. 1) Contract No. 70/Ngor. Por. 2550, dated July 17, 2007, between the Neo-Tech and the RTN's Naval Electronics Department (NED),Samut Prakan, for two sets of DC-DC Converter Module A5. As to the NED's official certified letter, Ref. MOD 0522/2052, dated August 9, 2007, these modules would be installed in the RTN's H.T.M.S. Kririrat and H.T.M.S. Sichang. Neo-Tech has issued a Purchase Order No. 1335/ED-19-50, dated July 19, 2007, to the Fatair Inc. in the U.S. for these equipment. 2) Contract No. 161/Ngor. Por. 2550, dated June 7, 2007, between Neo-Tech and the RTN's Naval Supply Center, Sattahip Naval Base, Chonburi, for three sets of indicator digital; one set of frequency synthesizer; one set of power supply circuit card; one set of indicator digit; and two sets of IC MC74C. 3) Contract No. 167/Ngor. Por. 2550, dated June 7, 2007, between Neo-Tech and the RTN's Naval Supply Center for one set of receiver board and four sets of display. Neo-Tech has issued a Purchase Order No. 1330/NSC-17-18-50, dated June 27, 2007, to Fatair Inc. for the equipment in Contract 161 and ¶167. ¶2. (U) Neo-Tech confirmed that all equipment was delivered to the respective RTN agencies in late 2007. ¶3. (U) POL FSN met March 6 with Rear Admiral Kittiphong Kesakomon, Director-General of NED at the Phra Chulachomklao Naval Fort in Samut Prakan, and his deputies Captain Sanachai and Captain Thoetsak. They confirmed the bid and the purchase of the equipment stated in Contract 70 via Neo-Tech, and that the equipment would installed in RTN ships. The equipment had been delivered to NED and stored in the Naval Warehouse on October 15, 2007. POL FSN examined the equipment, the serial and part numbers concurred as reftel. ¶4. (U) POL FSN March 11 met Captain Phadungsak Intraprasite, Deputy Director of the Naval Supply Center at Sattahip Naval Base, Chonburi. Phadungsak confirmed the bids and the purchases of the equipment stated in Contracts 161 and 167 via Neo-Tech. The equipment would be used for maintenance and installation in the aircraft of the Naval Air Division, Utaphao Air Base. The equipment in Contract 161 had been delivered October 29, 2007, whereas those in Contract 167 had been delivered October 30, 2007. All equipment were stored at Warehouse No. 23 of the Naval Air Division, Utaphao Air Base, in Amphoe Ban Chang, Rayong. POL FSN randomly asked to see three items -- the Indicator Digital, the Frequency Synthesizer, and the IC MC74C -- they were there, with the same serial and part numbers as reftel. ¶5. (U) According to the Thai Ministry of Commerce, Neo-Tech International Co. Ltd. was registered as follows: Registration No. 0105536046992 Registered Date: April 22, 1993 Name: The company's original name was C.D.S. Aero Supply Co., Ltd. but was changed December 21, 1998. Status: Company Limited Capital Registration: 3,000,000 baht Business partners: Natthaya Nittayaphan and Chinnachot Koson Company Location: 119/104 Mu 6, Nawamin Rd., Khlong Kum Sub-District, Bung Kum District, Bangkok.
