Post received the following note dated 19 February 2008 from the Royal Thai Ministry of Foreign Affairs in response to the USG note in reftel. ¶3. Begin note text: [Complimentary opening] and has the honour to refer to the latter's note 0429 dated 1 February 2008 informing the Ministry that, in accordance with Article 3 of the Air Transport Agreement between the Government of the KINGDOM of Thailand and the Government of the United States of America, done on 19 September 2005, the Government of the UNITED States has designated Southern Air, INC. to operate charter cargo air services pursuant to Annex II of the Agreement. The Ministry has further the honour to transmit herewith the document titled "Formal Requirements for the Application for Permission to Establish Regular International Air Transport Service", and to request the Embassy's kind assistance in communicating to Southern Air, INC. to submit the required information, as specified in the document, through diplomatic channels for the consideration of the Ministry of Transport's Air Services Committee.
