1. (C) We delivered reftel points on UNGA Third Committee
issues to MFA Director General of International Organizations
Vipawan Nipatakusol on September 11. Vipawan responded that
Thailand would maintain its past voting record, but
acknowledged she and her division were distracted by
Thailand's ongoing domestic political turmoil. The IO
Department's immediate concern was who would lead the Thai
delegation to UNGA in ten days' time; that could not be
resolved until Thailand had a new cabinet in place. The MFA
had not started focusing on substance but promised to take
our views into account on specific country resolutions,
thematic resolutions of concern, and the "no action" tactics
intended to curtail discussion.
