1. (C) Acting POL Section Chief on July 1 delivered ref A
points to MFA First Secretary Jirusaya Birananda. Jirusaya
replied that the RTG shared USG concerns. She was
particularly concerned that there be a credible assessment of
Burmese needs before the next stage of reconstruction.
Toward that end, the RTG supported the mechanism of the
Tripartite Core Group, which she felt could provide assurance
of a credible assessment.
2. (C) Jirusaya said the RTG was sending relief supplies to
the International Committee of the Red Cross in Burma, which
she understood was distributing these supplies through NGO
and community-based organizations. She noted the Burmese
government was providing good cooperation in regard to
customs procedures for those supplies. She also said the RTG
took as a welcome sign the unprecedented permission the GOB
had provided for the World Food Program to fly helicopters to
areas affected by the cyclone. She noted the RTG was seeing
admittedly slow movement from the GOB, but she took heart
that it was movement in the right direction.
3. (C) Responding to our concern, Jirusaya said that the RTG
has encouraged and would continue to encourage the GOB to
engage in genuine dialogue with the opposition. The RTG
would reaffirm its stance at the upcoming ASEAN Ministerial
Meeting and Post Ministerial Conference.
