(C) Post delivered reftel points on May 14 to MFA Second
Secretary Pornprom Petklai regarding the upcoming APDP launch
in Mongolia. In response, Pornprom requested further details
about participating countries. Pornprom also said the MFA
would seek further clarification from the Department through
the Thai Embassy in Washington. Pornprom said the MFA
remained interested in participating in the Mongolia Election
Observer Mission, but reiterated that further details on
participating countries would help them determine Thai
representation; in a follow-up discussion on May 27, she said
she was not certain that a "tipping point" had been reached
to secure sufficiently broad participation to ensure the
APDP's successful launch. The final decision about Thai
participation will be made by Virasakdi Futrakul, the
Permanent Secretary, when he returns to the office the week
of June 2-6. We will continue to work this issue with the
MFA.
