1. (C) Thailand's Ministry of Foreign Affairs (MFA) notified
post on May 21 that the Royal Thai Government (RTG) was not
likely to co-sponsor the proposed UNSCR 1267 listing of
Revival of Islamic Heritage Society (RIHS),but would not
object to U.S. plans to do so. Counselor for the MFA's
International Security Unit, Witchu Vejjajiva, told econoff
that the RTG would fully comply with procedures for
identifying and freezing assets of RIHS if it is listed by
the UN 1267 Sanctions Committee. Witchu said that the RTG
was unaware of any terrorism-related activities undertaken by
RIHS in Thailand, but that certain, fraudulent financial
transactions had been noted (he did not provide further
details).
2. (C) Econoff also discussed the proposed RIHS listing with
the Assistant Director of the National Coordination Center
for Combating Terrorism and Transnational Crime (NCC-CTTC)
and the Deputy Secretary General of the Anti-Money Laundering
Organization (AMLO) on May 14. Both officials said they
would run the RIHS (and the list of provided aka names)
through their financial transaction databases and notify us
of results by May 31.
