SUBJECT: MALI RESPONSE TO DESIGNATION OF
AL-QAIDA-AFFILIATED TERROR GROUP IN ALGERIA

(SBU) Charge d'Affaires delivered information in reftel to
Al-Maamoun Baba Lamine Keita, the Secretary General at the
Ministry of Foreign Affairs, on July 31. The Charge
d'Affaires noted that at least two of the individuals listed
were believed to be using northern Mali as a safe-haven.
Keita thanked the Embassy for the information and said he
would share it with Mali's newly formed Inter-ministerial
Commission Against Terrorism. This Commission is led by the
Ministry of Foreign Affairs and includes senior
representatives from the Ministries of Security, Territorial
Administration, Finance, Justice and Defense. Keita said the
Commission's inaugural meeting would occur next week. The
addition of individuals who are using northern Mali as a
safe-haven to the UN Security Council 1267 Sanctions
Committee's list of those subject to targeted sanctions will
likely figure as one of the key agenda items for the
Commission's first meeting.
