(SBU) As per reftel, post contacted the Malian Human Rights
Association (AMDH) and the local chapter of Amnesty
International. Both reported that they were aware of the UN
Human Rights Council's Universal Periodic Review mechanism.
They were unaware, however, that they were eligible to
participate directly in the review process. As a result,
both the AMDH and local Amnesty chapter forwarded their input
on the human rights situation in Mali to their respective
headquarters associations in Europe. Representatives of AMDH
and Amnesty in Bamako indicated that they would have
preferred to submit their information directly to the UN but
did not believe that this was feasible at the time their
input was due.
