¶1. (C) The Embassy delivered reftel demarche to Ministry of
Foreign Affairs (MFA) Security Affairs desk officer Hikmet
Hajiyev on September 24. Hajiyev said the GOAJ would
consider supporting Afghanistan's candidacy for a seat on the
MESA Group on the IAEA's Board of Governors, but his
department would have to check if Azerbaijan has other voting
commitments to the other candidates. (NOTE: The MFA's
Security Affairs Department is responsible for maintaining
vote-swapping arrangements in a variety of multilateral
organizations to bolster support for Azerbaijan's position on
the Nagorno-Karabakh conflict.)
