1. (SBU) Per email exchanges with S/CT and the EUR/CARC, the
Embassy understands the U.S. is considering two draft
Critical Energy Infrastructure Protection (CEIP) MOUs with
the GOAJ. The Embassy recommends that any MOU list the
governments of Azerbaijan and the U.S. as the parties to the
agreement. Listing the U.S. as the party to any MOU will
gain more traction with the GOAJ, particularly as CEIP
responsibilities are distributed among many GOAJ entities.
The Embassy also understands the need to establish a point of
contact within the GOAJ to coordinate efforts and recommends
any MOU list Prime Minister Artur Rasizade as the point of
contact. Rasizade chairs the GOAJ interagency working group
covering CEIP issues.
