1. (S) As instructed in reftel, the Embassy delivered the
nonpaper on the Islamic Republic of Iran Shipping Lines
(IRISL) cargo inspection provision to a working level officer
in Azerbaijan's Ministry of Foreign Affairs. The officer
thanked us for providing him the information and promised to
pass it up to his superiors. He stressed that the GOAJ is
committed to fulfilling all of its obligations under UNSCR
1803, but he said he had no knowledge of IRISL activity in
Azerbaijan.
