SUBJECT: AZERBAIJAN STATE OIL COMPANY APPOINTS NEW VICE PRESIDENTS
1. (U) On December 27, 2007, President Ilham Aliyev appointed three
new vice presidents of the State Oil Company (SOCAR). Under the
decree, Qorkhmaz Huseynov was appointed VP for social issues,
Mukhtar Babayev VP for ecology issues, and Khalik Mammadov VP for
personnel, regime, and information technologies. With these new
appointments, SOCAR now has a total of eight VPs, including previous
appointees Khoshbakht Yusifzadeh (1st vice president),Suleyman
Gasimov, Davud Mammadov, Elshad Nasirov and Mikail Ismaylov.
2. (SBU) BIO NOTES: The newly appointed VP for social issues,
Qorkhmaz Huseynov was born in 1965 in Jabrail, Azerbaijan. Huseynov
is an engineer-economist, and worked in the "Caspian Oil and Gas"
production unit and as head of SOCAR's Oily Rocks installation
before his promotion to the VP position from SOCAR's social
development department. VP for ecology issues Mukhtar Babayev (no
relation to Minister of Economic Development Heydar Babayev) was
born in 1967, in Baku, Azerbaijan. Babayev graduated from the
Russian Moscow State University named after M.V. Lomonosov, and the
Azerbaijan State Economic University. e started his professional
career at the Azerbaian State Economic and Planning Committee, and
wa appointed a VP from the position of chief of SOCA's Marketing
and Economic Development Department Khalik Mammadov, born in 1958,
in Astara, Azerbijan, graduated from the Azerbaijan State Oil
Acdemy and the Azerbaijan Oil and Chemistry Institute. He started
his professional career at the Oil Refinery Plant named after Heydar
Aliyev. Prior to his appointment as VP for personnel and
informational technologies, he served as Chief of SOCAR's General
Issues Department.
