SUBJECT: DEMARCHE DELIVERED: IMPLEMENTING UNSCR 1803
REF: SECSTATE 29464
Classified By: POLITICAL-ECONOMIC CHIEF JOAN POLASCHIK FOR REASONS 1.4
(B) AND (D).
(C) POLOFF passed reftel non-paper on UNSCR 1803 to
Azerbaijani Ministry of Foreign Affairs Security Affairs
Department officer Hikmet Hajiyev on April 2, urging the GOAJ
to ensure swift and robust implementation of the dual-use
provisions. Hajiyev noted that while he does not follow the
Iran
sanctions issue directly, he was familiar with Azerbaijan's
interagency working group at the Council of Ministers which
coordinates these matters and would ensure that the
information is passed to the interagency working group and
the relevant implementation ministries. Hajiev noted that it
was highly unlikely that any additional legislation would be
required to meet the conditions of UNSCR 1803.
