1. (C) Post has met with MNF-I to discuss REF B cable.
This is a joint DOD/DOS/USAID response. There is no longer a
requirement for USAID to execute any pilot program under the
Community Stabilization Program (CSP) for former Concerned
Local Citizens (CLCs). Receipt by DOD of the USD 155 million
revised Disarmament, Demobilization, and Reintegration (DDR)
funding for use under the Joint Technical Education and
Reintegration Program (JTERP) and Civil Service Corps
(CSC)programs obviates the need for a special program by
USAID in conjunction with former CLCs.
