1. (C) On November 12 we contacted the MFA's Deputy
Director for International Organizations, Mohammed
Alhmaimidi, to convey reftel request that Iraq be absent for
the upcoming UNGA Third Committee votes on the Iran Human
Rights no-action motion and substantive resolution, and that
Iraq vote against the Burma Human Rights resolution, as Iraq
did in 2007. Alhmaimidi noted that the French Charge had
contacted him the day before with the same message. We
stressed that the vote on the Iran resolution is expected to
be very close and every vote (or in Iraq's case, absence)
will be critical. Alhmaimidi noted that Iraq's usual
practice is to join Arab League consensus at the UN. In
these cases, he said he would consult with the MFA's Human
Rights department and advise that Iraq should take the same
positions it did in 2007. He said MFA would convey that view
to its Mission in New York.
2. (C) Comment: Given that Embassy Baghdad's overriding
focus in the coming days will be on concluding a SOFA, we
recommend that USUN reinforce our message with Iraq's Mission
in New York to ensure the MFA has conveyed instructions as
above.
