(C) UNAMI SRSG Staffan de Mistura informed us on October 30
that Prime Minister Maliki's chief of staff had told him that
the PM supports contributing a "substantial amount" to fund
the new UNAMI compound and has passed the request on to the
Council of Ministers (CoM) for final approval at its meeting
on Sunday, November 2. We made several attempts to deliver
the funding demarche (reftel),but every meeting with the
Prime Minister or his Chief of staff was canceled. We will
report on the results of the CoM meeting, along with the
exact amount it agrees to fund, as soon as we have it.
