1. (C) On March 27, EmbOff delivered reftel demarche and
non-paper on financial assistance to Iraqi refugees to Greek
MFA Iraqi desk officer George Karahalios. Karahalios noted
that Greece would follow EU guidance and that traditionally
Greece did not offer bilateral assistance but acted through
i`national orgd
contributi/ount.`rche was delivered to HumanitaQelleniqi refugee assistance in
January 2008. She expected Greek contributions through
international organizations to surpass last year's level,
although no figure had been set for this year. She also
mentioned that Greece was considering some form of debt
relief for Iraq. Post will continue to engage with GoG and
report any other developments.
